The Joint Food and Agriculture Organization of the United Nations (FAO)/World Health Organization (WHO) Expert Committee on Food Additives (JECFA) and the Joint FAO/WHO Meeting on Pesticide Residues (JMPR) follow the same general principles and methods for chemical risk assessments, which are published in the reports of both committees. In response to recommendations made by JECFA and JMPR in the 1980s to review the validity of the evaluation procedures then in place, the International Program on Chemical Safety (IPCS) sponsored the preparation of Environmental Health Criteria monographs (EHCs) on Principles for the Safety Assessment of Food Additives and Contaminants in Food (EHC 70) and Principles for the Toxicological Assessment of Pesticide Residues in Food (EHC 104). These monographs and the principles laid out in subsequent reports have served as the basis for the assessments that have been performed by JECFA and JMPR. Although much of the guidance set out in EHC 70 and EHC 104 remains valid, there have been significant advances in chemical analysis, toxicology, dietary exposure assessment and risk assessment approaches for chemicals in food since these monographs were prepared. Accordingly, FAO and WHO initiated a project to update, harmonize and consolidate principles and methods used by JECFA and JMPR for the risk assessment of food additives, food contaminants, natural toxicants and residues of pesticides and veterinary drugs. This monograph is the outcome of that project. The purpose of this monograph is 2-fold: 1) to provide descriptive guidance for JECFA and JMPR to ensure the continuation of transparent and sound expert evaluations of scientific data for risk assessments of chemicals in food; and 2) to inform users of the outputs from JECFA and JMPR such as risk managers and other risk assessment bodies in Member countries and authorities.The monograph addresses the key issues considered by JECFA and JMPR in their food chemical risk assessments.

This volume constitutes the papers and discussions from a symposium on "Societal Risk Assessment: How Safe is Safe Enough?" held at the General Motors Research Laboratories on October 8-9, 1979. This symposium was the twenty-fourth in an annual series sponsored by the Research Laboratories. Initi­ ated in 1957, these symposia have as their objective the promotion of the interchange ofknowledge among specialists from many allied disciplines in rapidly developing or changing areas ofscience or technology. Attendees characteristically represent the academic, government, and industrial institutions that are noted for their ongoing activities in the particular area of interest. The objective of this symposium was to develop a balanced view of the current status of societal risk assessment's role in the public policy process and then to establish, if possible, future directions of research. Accordingly, the symposium was structured in two dimensions; certainty versus uncertainty and the subjective versus the objective. Furthermore, people representing extremely diverse discip­ lines concerned with the perception, quantification, and abatement of risks were brought together to provide an environment that stimulated the exchange of ideas and experiences. Dynamic risk factors are the children of risk prediction. They were identified to help practitioners assess risk of recidivism and to set treatment targets likely to reduce reoffending. This resulted in the development of intervention programs designed to modify the characteristics of individuals and their environments associated with crime. The predictive nature of their legacy lies in their ability to provide reliable information about the likelihood of future reoffending. In this respect, dynamic risk factors are useful complements to static risk factors such as age, gender, and history of offending, and add incremental validity to recidivism prediction. Their treatment utility resides in the fact that practitioners increasingly rely on the identification of dynamic risk factors to direct correctional assessment and interventions. Thus, dynamic risk factors have a dual status.
